Ah, you are right.

I installed libXpm-nox4.dll in same directory as emacs.exe. Then there
have been no problem till 22.1.90.

I checked 'image-library-alist, which was changed at 22.1.91.
        ((xpm "xpm4.dll" "libXpm-nox4.dll" "libxpm.dll")...[snip]...)
        ((xpm "libxpm.dll" "xpm4.dll" "libXpm-nox4.dll")...[snip]...)

This is the reason that emacs-22.1.91 read /usr/X11R5/bin/libXpm.dll first
on my system.

1. Why the Xpm library order in 'image-library-alist was changed?

2. Where libxpm.dll can be found?
    Other graphic libraries are found on the gnuwin32 homepage easily.
