Another option which I looked into at one stage was toplevel-only tabs that collected and switched between whole emacs frames. i.e. tabs "outside" frames.

(well, come to think of those two aren't actually mutually exclusive, but perhaps potentially confusing if both present)

And there's also the "tabbar as singular native widget" option
like the toolbar and menubar, with potentially mode-dependent programmable behaviours. Also not strictly mutually exclusive
with the other kinds of tabs...

Or maybe your tabs are "none of the above". Which would be a reason I asked...
