When I search the web for information about Low Level Keyboard Hooks, about 80% of the results are about using them to override Alt-TAB behaviour. I find it curious that you claim this cannot be done as part of your justification for moving Meta from Alt to the Windows key, when your solution involves what would be the solution to the Alt-TAB problem.
