Bazaar is a GNU project but more strongly and in practice it's a
Canonical Ltd. project with a couple of paid developers (and few
others). Obviously it's free software (as in the GPL v2) so anyone who
cares about Bazaar can work on improving it. For code contribution there
is some kind of policy for assigning copyrights to Canonical Ltd. but I
don't know the details.
