It's vital sometimes, but usually not.  For example, if you look
at the last 10 changes to configure.in (in bzrs 106255 through 106559),
only one (bzr 106532) has any relevance to any of the platforms that we
routinely develop Emacs on.  The others are trivial spelling fixes,
or patches for obscure platforms hardly anybody uses, or updating
version numbers that don't matter when developing.  Each of these
unimportant changes causes significant unnecessary delays in development
builds, delays that we didn't have before the 2011-03-20 change.
It'd be better if we didn't have those delays.
