Org has split the autoload into the "normal" autoloads that are roughly for commands that the user should be able to use without loading Org first and a separate one that provides autoloads for the entry points into more rarely used parts of Org that don't need to be loaded up-front (these only get loaded when Org is actually used). That setup was gleaned from calc IIRC, with some nudging from Glenn.
