I am in favor of it, in principle, but whether we can do it depends
on legal issues.  Whether the papers are legally valid without a
hand-written signature (physical, or scanned) in a given country,
for instance.

Other kinds of changes in the bureaucracy are easier to make
because they depend only on us.  It might be possible for
volunteers to help with some of the implementation work.
