Another _interface_ is one thing.  A _parallel system_ is another.

There can't be any harm in offering another interface to the same
bug data base.  Some people will prefer it; those who prefer the current
email interface will keep using it.

However, another bug tracking system in parallel with Debbugs would
cause big trouble.
