Indeed, I suspect a test like

- if it's in the blacklist => don't activate
- if it comes from Emacs's own directory => activate
- if it comes from an ELPA package => activate
- else => don't activate

will be a good enough start.  The blacklist should likely use regexps
and will presumably start with the Ada manual and SICP.
