Yes, I realized after the fact that my message might have been
misunderstood (I read the discussion within the context of Phil asking
for a way to streamline checking copyright assignment, where Phil's
concern is for GNU ELPA packages (e.g. `dash`), but the message to which
I was responding did not seem to be limited to GNU ELPA).

For this reason I wanted to clarify my position.

PS: I couldn't resist going back to check what I had actually written
and I see I wrote:

    The better option is to stop requiring copyright paperwork.
    It is harmful to the Emacs project.

So it was a bit confusing indeed, but compatible with my opinion:
I consider that requiring copyright assignment for GNU ELPA packages is
harmful to the Emacs project.
