Likely because your locale is UTF-8 (or maybe you are looking at the
wrong message). Or maybe what you see is one of those old tricks Gnus
had added long ago to "handle" broken emails.
Alfred's messages arrive with the non-ASCII characters in the From
header in UTF-8, but there's no MIME charset header anywhere in sight.
You can download the archived copies of his messages and look at the
mbox file.
