I hope someone already started working on such a thing.
I'll be very happy to add it to GNU ELPA.

That would be handy for things like packages that use an "emacs module",
such as emacs-tree-sitter, but also for things like pdf-tools or
ada-mode which come with their own external program (not written in
Elisp), for the native compiler, and it could go further (e.g. the `ag`
package could install the `ag` executable, the `diff` command could
request installation of a `diff` executable, ...).

Yes, it would be *very* useful,
