This would also make sense as a general accessibility option. I have a
sensitive laptop and essential tremors. I often find that I've
accidentally hit the touchpad causing the cursor to jump to where the
mouse is. It takes a moment to get back to where I was. An option to
disable-switching-if-minibuffer-active would help.
