We still have a few questions to resolve about how to manage nonGNU
ELPA, so that it will avoid the problems that MELPA has.  Some of us
were discussing this in January, and since then I've had a series
of crises so I could not try to find solutions.

That remains the case now. unfortunately.

Please don't add more packages to NonGNU ELPA until we resolve the
problems of the right way to do that.
