If someone checks in .dir-locals.el into a repository, someone reviewing code is sure to search '.el', and when he finds that '.el' is a file extension for a programming language named 'Emacs Lisp', whoever checked it in will have some explaining to do with respect to checking in unapproved code in a completely foreign language.
