Well there is a also GNU project called HURD, but GNU Emacs runs on free
and non free OS, so although that is important point I don't think it is
essential.

As I said, most likely the editing features might be merged, the matlab
specific code concerns the interaction with matlab through a function
called matlab-shell. That part is much harder to merge, but again GNU
emacs runs on non free OSs.
