The instructions would have to be complex and state various if-then's.
Interpreting them would take time and thought, and would be
unreliable.

So we decided that our staff should ask the contributor for the
pertinent facts and then tell per what papers to use.  It is faster
and less work for the contributor, and less likely to lead to errors.

Just in case this might have changed in the past few years, I am
asking the staff to verify this.
