Sorry, but I don't know and I don't care.
If you're interested you can take a look.

I was there when color.el was created.
Things like hexrgb-hsv-to-rgb were no
doubt considered by Someone (TM) then.

There's not a lot in  hexrgb.el now that
wasn't in it back then.  But hsv-to-rgb
was one of the first things included.
