I guess we should probably solicit a blessing from the Emacs elders. If
that's to take the form of a message to emacs-devel (especially with me
as the sender) then we'll be needing a suitable subject line. Perhaps
one of these will do:

  A. Opinions on ERC requiring GNU ELPA's 'compat' in-tree?
  B. Adding 'compat' from ELPA as an optional dependency to ERC
  C. Seeking permission to require ELPA package 'compat' in ERC
  D. [Your suggestion here]

Also, what do you think about including a patch? The one below is
basically the last one with an updated Package-Requires header. If it's
too busy, I could provide something minimal instead (similar to the
example from your README), though the benefits may not be as readily
apparent that way. Alternatively, simply linking to this thread in lieu
of any patch might also work.
