Point standing still, ignoring the DOWN arrow, is pretty confusing.
It clearly bothers both Klaus and Kazu.  Obviously, the problems are
not breaking bootstrapping or making Emacs crash all the time, so they
are not _super_-urgent.  On the other hand, I would _not_ agree that
they are that minor that we can just wait until some vague and distant
future when somebody writes a marvelously simple, transparent and
bug-free alternative to the present line-move complex.
