The changes to rx.el since 21.3 need to go in NEWS.
Can you write an entry to describe them?
I don't know what the changes are.
I don't understand why error messages were changed to start `rx'
instead of `Rx', against the conventions for error messages and
package names.
The GNU convention is not to capitalize names in a case-sensitive
namespace. This change appears to conform to the convention.
