ispell.el doesn't find all of aspell's dictionaries

I'm using ispell.el with aspell.  aspell --version says:
@(#) International Ispell Version 3.1.20 (but really Aspell 0.60.2)
I don't have ispell installed.

I just installed a Spanish dictionary for aspell.  I can see it listed
with 'aspell dicts', but when I type M-x ispell-change-dictionary I
can't choose it.  I can only choose between the predefined
dictionaries in ispell-dictionary-alist.  (That has been sufficient
for the English and Swedish dictionaries)

I think the default behavior should be to extract the necessary
information from aspell at run time.
