I was afraid your question was going to be "WHY does Emacs get a drag'n'drop
event?", because I don't know the answer (and it doesn't make much sense to
me).

Well, it works, and I still seem to be able to drag items from CDE's File
Manager into Emacs. (I have never used drag'n'drop before---I use Dired.)
I can't comment on it otherwise...
