As far as I can see, the pre-factor is there, everywhere.

The Bjerum length is set here:
void recalc_coulomb_prefactor()
#ifdef DIPOLES

    coulomb.Dprefactor = coulomb.Dbjerrum * temperature; 
    coulomb.Dprefactor = coulomb.Dbjerrum;
