Libtool adds -DDLL_EXPORT under certain conditions. I am debating if
LT_PROG_RC should be called under the same conditions or -DDLL_EXPORT
should be checked in the Makefile? RC is libtoolized too, isn;t it? In
theory libtool knows what it is building.
