I looked at the error_log file of apache I think,
and this is what I get when I do 'tail /opt/lampp/logs/error_log'

Cannot lock device.
Lock file error. Exiting.
Cannot open logfile: Permission denied
WARNING: cannot open logfile, logs will be directed to stderr
GNOKII Version 0.6.12
LOG: debug mask is 0x1
Lockfile /var/lock/LCK..ttyS0 is stale. Overriding it..
Overriding failed, please check the permissions.
Cannot lock device.
Lock file error. Exiting.

This is fairly obvious. The user that is running webserver doesn't
have permissiong to open logfile and lockfile. Either disable locking
or give permission (like Reinhold suggests) to the user. Please note
that later on you will probably have a problem with
serial/irda/bluetooth device write permission.
