[Gnu-arch-users] [MERGE REQUEST] fix changes with limits

tla changes had all set up for handling file limit just like commit but
it did not invoke arch_make_files_changeset() like commit does, instead
calling arch_make_changeset() which does not handle the limit argument given
to it.
