[Gnu-arch-users] .arch-params/hook: pre-hook or post-hook?

During tla commit, is .arch-params/hook called before or after
the revision is put into the archive?

If it's before, how would you automate a push to a mirror?
If it's after, how would you automate a blocking precondition test?

Whichever way it is, it seems that one hook is insufficient, or
at least, one modeless hook (as far as I can tell, the hook is
only called once.)
