I see the potential for conflict you're getting at, and I'd like to see someone more familiar with Gnash or interpreting the free system distro guidelines speak to that.
https://www.gnu.org/software/gnash/ says Flash runs "programs written in ActionScript, an ECMAScript-compatible language" and it seems to me one could write a free program in ActionScript. Are there any free Flash programs?
