If AGPL says that offer is to be made for source code, source code
will rather not be available when there is license violation and
author need to ask courts for enforcements, as it is kind of vague
condition.

If AGPL says that source code MUST be available on the website and it
is not available, then it is easier for author to enforce, as author
may not need to ask courts and go into litigations, but may use
shorter processes, maybe something like DMCA.

That problem is present is shown that several serious companies have
changed from AGPL to AGPL-modified license where source code has to be
on the website.

In general, companies do not want to go into legal system, they want
source code published but they did not get it.
