[Regexp] GPL vs. LGPL

At http://www.cacas.org/java/gnu/regexp, it says that regexp is
distributed under the terms of the LGPL. However, the
distribution contains both licenses and all of the classes in the
gnu.regexp.utils package contain the GPL.
Is the source incorrect? Or is part of the distro covered under
GPL with the other part covered by LGPL?
