Mixing GPL open source with other licenses can be done.
However, it generally problematic as the terms and conditions of the GPL
are often violated either by convenience and/or misinterpretation.

I don't agree with your '... offer for the source' interpretation.
But then again I'm not a lawyer specializing in inter-jurisdiction (US
France EU) license issues.

In any case, the approach they have chosen to take seams suspicious.

Secondly, and perhaps more importantly, they did not contribute to the
OC project.

Anyway, my 0.02 Euros worth.

However, those that are unchanged, except for reformatting of the
code, they do not own copyrights on, so it is disingenuous to modify
the copyright statement in those files.

As far as getting the source code, they only have to make an offer
for the source. So not sending it out with the binary is acceptable.

Actually OC is released under the GPL version 2 and LGPL version 2.1.
