Both outcomes are possible, in fact. The existing setup of
PostgreSQL may or may not be permissive for the
bootstrapping to succeed or not.

Also, the existing setup may or may not allow users to be
able to connect to the GNUmed database after successful
bootstrapping. The latter case would require administration
only but not re-bootstrapping.
