Two options
1) Someone who cares about ChangeLogs can create a script that automatically pulls the commit message and list of changed files into the ChangeLog. I can then run this after each commit from a post-commit hook and not have to waste time copying and reformatting information that I've already provided into a less searchable location.
That way you do not need to copy paste anything. The script does it for you.
2) Someone who cares about ChangeLogs can copy my commit messages into the ChangeLog. You don't even need to use the svn tools to extract it, since this same information is sent to the commits mailing list, published on services like http://cia.vc/stats/project/gnustep, and so on.
Since I am an "end user" I find myself tarring up my GNUstep installation and move it around to machines that does not have outside internet connection. In those situations is it very handy to check the ChangeLog if something doesn't work as expected. And it is pretty much standard for any GNU projects as well. I simply rely on what is in the ChangeLogs describes the changes without having to use SVN or going to
cia.vc etc.
Using the above svn2cl script can avoid having this inflammable discussion over and over.
