Some thoughts on this:

"GNUstep provides an object-oriented application framework and tool
set for use on a wide variety of computer platforms. GNUstep is not a
window manager and it is not a desktop environment. However, there are
several efforts [1] [2] to create a desktop environment based around
GNUstep. GNUstep is quite stable and used in production environments
at many organizations."

This is the first thing somebody might read about GNUstep, so it's
pretty important to point out the shared lineage with Cocoa/OpenStep.
Establishing that it's not a window manager seems secondary (and just a
reflection of current events).
My suggestion would be:
"GNUstep is a cross-platform, object-oriented framework for desktop
application development. Based on the OpenStep specification originally
created by NeXT (now Apple), GNUstep enables developers to rapidly
build sophisticated software by employing a large library of reusable
software components. GNUstep is used in production environments at
several organizations.
"GNUstep itself is not an operating system, window manager or desktop
environment, though there are several desktop environments in
development that are based on it. (More...)"
