And you are sure /dev/ttyUSB4 connects to the receiver?  If so then
the driver is confrmed bad for PPS.  Nothing gpsd can do about a bad
kernel driver.

PPS with gpsd needs a serial tty.  Without the modem control signals
there is no way to read the PPS.

The easy answer is that your GPS will not work with that driver.
