As explained in INSTALL.adoc and building.adoc you need to install

I guess you did not read building.adoc.  You can't start in the middle.

You fail to mention the command that gave you the error, or provide the
complete output from it.

You have a network error and can not read the buster repository servers.

Very strange that you are trying to fetch packages from a private
network.  Looks like your Raspbian install is broken.  If you can't install
packages then you need to ask Raspbian people about it.

That means your download of the libncurses-dev package failed.

That is weird.

That is what INSTALL.adoc says to do.  What was the output of that
command and how do you know gpsd was not removed?
