You do not need to. You need to do something, but there are a large
number of alternative ways to skin that cat.

Nothing to do with the Pi. Everything to do with how your snmpd is
installed.

That is one way.

Yes. /usr/local/ is for local changes. The system files will not
be there. But there are many options on MIB placement.

Good thing it is in the man pages. That is how snmpd knows to ask
gpssnmp for the gpsd data.
