[MOM] No PDF outline when .DOCHEADER OFF

Hi All,

Is there any way to generate PDFs with a proper outline when using a
custom docheader? The only way I can get it to work is with the TOC
macro, but because I do not want a TOC, I have to put it in a diversion.
This does generate a outline, but it also completely messes up the rest
of the document.

I’m happy to provide files if needed, but it’s actually my resume, so I
figured I’d hold off unless someone needed it.
