Indeed, ‘guix package’ should have told you about LIBRARY_PATH and
CPATH, but there was a bug in the ‘gcc-toolchain’ package, which commit
d474d5d fixes.

Now it would additionally list:

  export CPATH="$HOME/.guix-profile/include"
  export LIBRARY_PATH="$HOME/.guix-profile/lib"

This is due to the lack of the above LIBRARY_PATH setting.

Could you try setting and report back?

Thanks for the report!
