No, it isn't.  Sed has a block construct, something like this:

/FOO/,/BAR/ {
  s,FOOBAR,WHATEVER,
}

This replaces FOOBAR with WHATEVER in the range of lines between the
line that matches FOO and the line that matches BAR.
