That’s because of the ‘eval-when’ form there, which forces module
resolution to happen *also* at macro-expansion time.

Notice that the same happens with ‘use-modules’, for the same reason:

scheme@(guile-user)> ,expand (use-modules (foobar))
While executing meta-command:
ERROR: no code for module (foobar)
