Stephan As suggested I installed cygwin and the octave package (3.8.1-1) but cannot install the instrument-control package.I have run into this bug: https://savannah.gnu.org/bugs/index.php?41249 <https://savannah.gnu.org/bugs/index.php?41249> and don't understand how to fix it.
