The packages file is looked for in the image directory.  This has
advantages and disadvantages compared to looking for it in the
kernel directory.

I guess you have an image in the current directory.  Just load the
standard image, load Blox in it with

   PackageLoader fileInPackage: 'Browser'!

and only then save the snapshot with

   ObjectMemory snapshot: Directory home, '/what/you/'!
