well, in case you are a windows user, you might want to take a look at

try to find the cdrwin pdf manual, the cue file syntax is described in
an appendix there, and the .bin file's content should be self-evident if
you know how CDROM sectors should look...
 
maybe a libbincue will be written sometime... :-)
