I have the following two lines in /etc/services:

cvspserver 2401/tcp # CVS client/server operations
cvspserver 2401/udp # CVS client/server operations

However, I don't have anything in xinetd.conf about cvs.  Here is what my
xinetd.conf looks likes:

# Simple configuration file for xinetd
# Some defaults, and include /etc/xinetd.d/
instances = 60
log_type = SYSLOG authpriv
log_on_success = HOST PID
log_on_failure = HOST
cps = 25 30
includedir /etc/xinetd.d
