To clarify things I've sent a mail containing Swedish characters to
myself. I opened both up with C-u g.

The archived message with the headers I believe are relevant looks
like this:

Content-Type: text/plain; charset=iso-8859-1
Content-Transfer-Encoding: quoted-printable

It's the sent mail that verifies correctly. The difference that can be
seen between these two messages persist whether I sign it or not.
