I'd say that the fret labels are _exactly_ placed at the correct fret,  
namely where you would have to place your finger on a _fretless_  
instrument.  Unfortunately, the player expects the labels not to be placed  
at the fret, but rather centered on the entire fretting _space_ inside of  
which the finger has to be placed in order to let the string ring from the  
corresponding fret.

So I think the labels are working as intended.  It's just that the  
intention is bad.
