Good idea, but I'd rather move the least number of scripts to minimize
the burden of checking and fixing the makefiles and scripts and the
possible temporary confusion in developers mind caused by all this
moving, so I propose to keep current files in scripts/ and python/, and
add new directories:

- python/aux for Python modules that needn't be built,
- scripts/aux for maintenance scripts (that needn't be built),
- scripts/build for scripts that need to be built.

Agreed.  I'll push changes for this just after 2.12.0 release.
