Does not actually work.

\tempo Adagio 4. = 90

is quite legal input.  So

\tempo Adagio
ragged-right = ##t

will no longer work since ragged-right is not a single STRING when
scanned in music mode, and it has to scanned to see whether it is not a
duration.
